Ensure the land development code and general plan updates are completed by the end of 2027 with the following accomplished:
Promote compact development and zoning flexibility to meet housing goals and ensure every neighborhood contributes to solving the housing shortage.
Priortize streamlined development approval processes with clear, standardized criteria.
ProtectLandlords and Vulnerable Renters
Allocate at least $2M per year to emergency rental assistance.
Develop a repair fund to increase the quality of housing units accepting vouchers.
Ensure enforcement of current renter protections.
Invest in the subsidy and infrastructure needed to increase housing affordability
City Budget:
Develop transparent housing and homelessness goals and use them to inform budget decisions.
Allocate at least $10M annually from legislative appropriations or other sources to support infrastructure (roads, water lines, utilities) for affordable housing.
Allocate at least $6M annually from the general fund into the Affordable Housing Trust Fund to support the construction of affordable housing units, down payment assistance, and rental assistance initiatives.
Public Financing:
Expand public policy resources to leverage private sector dollars, particularly through a $50M GO Bond measure in the next election, to support construction and infrastructure to increase housing affordability.
Enable a land use department that is transparent, efficient, and prioritizes increasing the housing supply
Adopt e-review and the technology to support it in order to create transparent public tracking.
Establish and adhere to clear entitlements and permitting processes to ensure fidelity to process.
Provide consistent leadership and management to ensure that land use decisions are based on consistent code interpretation and established procedures, rather than personal discretion.
Permit housing needed to address the homelessness crisis
Provide access to safe, adequate shelter for every unhoused individual and family in the city.
Issue permits for a minimum of 200 affordable rental and permanent supportive housing units each year.
Permit more home choices that support economic stability and opportunity for Santa Feans
Issue permits for a minimum of 300-400 homeownership units each year.
Support the implementation of the Midtown Master Plan, achieving the goal that a minimum of 30% of all homes developed at Midtown will be affordable.
